The Legislative Counsel reports to, and receives direction from, the Speaker. In general, the Legislative Counsel, in consultation with appropriate Legislature Officers, Committees and Members, administers the Division of Legislative Counsel, serves as a legal counsel to the Legislature, and represents the Legislative Branch in providing legal counsel at the state, national and international levels. The Legislative Counsel shall:

1. Administer the Division of Legislative Counsel, including the fulfillment of staffing requirements, the provision of adequate office equipment, work materials and supplies, and the annual submission of a proposed budget for the Division;

2. Serve as legal counsel to the Legislature, its Officers and its Committees, and delegate such, as appropriate, to Division staff;

3. Draft bills, resolutions, committee reports, and correspondence relating to legal matters, as directed by the Speaker, and delegate such, as appropriate to Division staff;

4. Provide research and legal opinions, as requested by the Speaker and Members, and delegate such, as appropriate, to Division staff;

5. Provide guidance and direction to the Staff Attorneys/Staff Counselors and Legislative Assistants in the drafting of their written materials; 

6. Produce a Pohnpei Code and periodic supplements thereto;

7. Review and approve the work output of the Division; and 

8. Provide such other legal services, and perform such other Legislative duties as assigned.
