HOW A BILL BECOMES A LAW

THE LEGISLATIVE CONSTITUTIONAL MANDATE
The Pohnpei Constitution mandates that the Pohnpei State Government shall have three equal and distinct branches of the government. Article 8, Legislative, is headed by the Speaker of the Pohnpei Legislature, which branch shall be vested with the power and authority to enact laws

Office of the Speaker

The Speaker of the Legislature is responsible for the management and administration of the legislative staff; PROVIDED that the Speaker may delegate portions of the day-today management and administrative responsibilities to the Vice-Speaker or the other Members of the Legislature. Such delegation shall be in writing with copies sent to each Senator and to all employees of the affected Division and shall state in specifics the nature of the assignment and the duration thereof. The Speaker manages and administers through Division Heads, who report directly to the Speaker. Legislative staff, in turn, shall report to the Speaker through their respective Division head.

Division of Legislative Clerk

The Legislative Clerk shall report to and receive direction from the Speaker of the Legislature. It shall be the duty of the Legislative Clerk to:

1. Direct and supervise the establishment of files and records of all legislation, correspondence and reports pertinent to legislative duties of the Legislature;
